(1) The consumer who uses the service shall pay the service fee to be paid according to this regulation to the consumer organization or the person or organization authorized to collect such service fee and receive a receipt.
(2) The responsibility of collecting the service fee in the irrigation system operated under joint management shall be that of the consumer organization. Even if the consumer organization does not consume the service in the irrigated area declared by the Government of Nepal, if determined by the committee under Rule 26, the corresponding minimum service fee shall be collected from each consumer. (3) Out of the amount collected from the consumer according to sub-rule (2), the consumer organization shall collect the portion it gets in its account according to the table in Schedule-3 and pay the remaining amount to the central maintenance fund and revenue and submit the portion to the relevant irrigation office.
(4) The Government of Nepal will not invest more in the irrigation system for which funds have not been deposited in the central maintenance fund and revenue as per sub-rule (3).
